[bisq-network/support] Develop efforts towards conventions and standards (#5)

I've been oficiall-unoficially helping with support now and on cycle 18 I started also mediating.
I haven't had any training or career in anything remotely related to customer support but in this little time I identified that we lack in coordination between the different roles tracking and guiding traders through their issues. In order to help improve this I think we need a couple things:
-  a bulletin board to track issues. We have https://github.com/bisq-network/support/projects/2 which hasn't been used that much but pretty much serves the purpose. This way a support agent can easily start tracking an issue and pass it over to a mediator or dev.
- Scripts. A standardized way to greet traders with issues, what to request of them and how to point them to the solutions. These can be generated and saved under the [Support repository branch docs folder](https://github.com/bisq-network/support/tree/master/docs)
- A library of all the known issues and their solutions or lack of thereof. This can be generated and saved under the [Support repository branch docs folder](https://github.com/bisq-network/support/tree/master/docs)
