[bisq-network/proposals] Add negative score for protocol violations (#260)

>From feedback from mediators I estimate we have about 300 mediation cases per month. So that would be about 2700 cases 2020. Related to the 26 000 trades of 2020 would be a 10 % rate, which is pretty bad and an increase of the 8% posted in https://github.com/bisq-network/proposals/issues/52#issuecomment-433663600 .
Those numbers are rough and should only serve as guideline. But I think we still have a big task infront of us to bring those numbers down.
