Sure, market makers will converge on a standard for offer size, payment methods, security features... but there is a market discovery process that simply does not happen if you impose everything top-down. It also freezes evolution. If we find out a way to use HTLC for escrow like LN does... it takes too long to add it if you have to ask for permission and go through the full upgrade cycle. That is why I think a modular approach is much more flexible.
