[bisq-network/compensation] For Cycle 21 (#762)

well now I am properly confused.

I had the understanding that the Bisq community decides on whether something gets compensated or not. And I have been under the impression that the Bisq community is more than one individual (as a matter of fact, there are at least 3: me, you and chimp1984). So why can one community member stop a CR in its tracks?

Furthermore, given one community member can stop a compensation request from being reviewed and get accepted/rejected by bisq officials, why isn't that the case [here](https://github.com/bisq-network/compensation/issues/738#issuecomment-753319247)?

Would someone please clarify what is going on?
