[bisq-network/compensation] For Cycle 21 (#762)

I cannot speak for @ripcurlx but I assume his motivation is that he has not reviewed your contribution so he depends on others who know more about it, which is me in that case. You can file a request anyway independent of @ripcurlx approval, this is just to help to find consensus.

As we discussed sufficiently in the past I did not consider your PR as mergable and following our basic rule that only delivered work gets compensated this PR would not be eligable. As the concept of your PR was solid I said I make an exception and support your request up to 1500 USD. 3000 USD is too high IMO. I will use my vote power (which is based on the merits I earned in Bisq due my contributions) to vote against it as long its higher than 1500 USD as I stated earlier.

I will stop now to comment further as I prefer to spend my time on more productive activitites.
