[bisq-network/roles] L1 Support Agent (#64)

Last release solved the bugs that made last Cycle so busy, but they still appear from time to time (like ghost locked funds or first confirmation not detected by Bisq).
- Been available at Keybase from around 07:00 GMT to 09:00 GMT and 16:00 GMT to 18:00GMT.
- Created troubleshoot for [failed trades](https://bisq.community/t/failed-trades-and-deposit-tx-not-confirmed-troubleshoot-v1-5-4/10223/1). As Keybase is ephemeral, I think it's important that we create this kind of threads (even if they're uncomplete or directly wrong) as reference for users and knowledge base.
- Alerted about a user who lost trading data during a trade and found this [arbitration](https://github.com/bisq-network/support/issues/752) issue. I'll make sure all mediators respond and set up alarms close to timelock date to alert arbitrators to prevent this from happening again.
