[bisq-network/bisq] Add "Buy BSQ" button next to trade fee selector (#5055)

Finally I found time to continue on this PR. Unfortunately it isn't possible to set a tooltip for a disabled node (mouse events are disabled), so I needed to wrap it into a StackPane putting a label on top to mimick this IMO standard behavior. TODO: Move into a re-usable component.
