[bisq-network/proposals] Allow 1sat/vByte fee for withdrawals (#343)

At current prices, we are looking for a 10c saved, or little less, for each transaction, by being able to set 1sat/vB per withdrawal. Don't know about you, but if I found a penny on the street I'd pick it up, so all the more reason not to throw away 10c in unneeded fees 😄
