[bisq-network/proposals] Allow 1sat/vByte fee for withdrawals (#343)

We are talking withdrawal fees in this topic, after trade has been concluded and you send your funds to private wallet, so 1sat or 2sat per vByte makes no difference at all, and is a hardcoded limitation that I fail to understand.

Regarding trades miner fees, YES, they could be cheaper indeed. I almost intended to open another proposal for those as well, in the same range that you suggested, but I suppose for the trade's smooth operation, overspending is better than the risk of the trade going stale... something could be worked out though.
