[bisq-network/proposals] Allow 1sat/vByte fee for withdrawals (#343)

I think lowering it is ok but going too low adds risks for stuck txs. It is not only the users risk but extended to any trade peer as unconfirmed inputs are ok to be used but if they never get confirmed because of too low fees the trade for both traders end up as failed and both need to do a SPV resync which is a bit painful user experience. So it is a bit different to a normal wallet where in the worst case the user need to re-send a tx. 
I guess a range of 3-5 sat should be ok.
