[bisq-network/proposals] Allow 1sat/vByte fee for withdrawals (#343)

We are probably looking at a long while (if not forever) with low onchain fees, thanks to a lot of traffic moving on lightning, so I'd say no reason not to let users save on fees.
Plus, anything that will get stuck on mempool at 1sat/vB, would probably get stuck at 2sat/vB as well, just a little less.
