[bisq-network/proposals] Allow 1sat/vByte fee for withdrawals (#343)

You seem to ignore my comment that a change output of a withdrawal can be used for the next offer/trade and thus affect other users. Sure there can be the isolated single user case but most users are not aware of the details (like change). Requireing confirmation before using funds for offers/trades would decrease UX a lot, so thats our of question and was also never a problem, beside the cases when txs got stuck because of too low fees.
