[bisq-network/proposals] Allow 1sat/vByte fee for withdrawals (#343)

Having read the comments about the risks of low fees for withdrawals I am giving this proposal a thumbs down. I a a big fan of low fees and the ability to transfer out sats at a miner fee of your choosing, but not when it will potentially impact subsequent trades negatively impact the experience of other users. 

Still think it would be good in the long run to look at ways to reduce miner fees on trades and withdrawals.
