[bisq-network/bisq] Better logging & exception handling strategy (Discussion #6146)

I believe we could work out some consensus regarding privacy, some ideas:
- instead of using external untrusted server we could extend functionality of [monitor](https://github.com/bisq-network/bisq/tree/b80b6ec836d778ef3a1a11e06d2a8f024931d947/monitor), or even create dedicated and trusted "logs receiving" nodes
- user should be able to agree/disagree that he wants to participate in error reporting initiative
- we could define appropriate [filters](https://logback.qos.ch/manual/filters.html) to make sure sent logs doesn't contains any sensitive data (for example to investigate account signing issue we don't need to know data like txIds etc - we only need to know code execution path)
