[bisq-network/compensation] BSQ rate for Cycle 34 is 1.23 USD per BSQ (Issue #1022)

The recommended rate to be used for compensation requests on cycle 33 is **1.25 USD/BSQ.**

@pazza83 alerted me that the spread for BSQ trading was high and trying to use a higher outlier threshold at Settings. I have used 20% instead of 5%, the results are significantly different (1.23 vs 1.18). The reasons to chose the former are that it seems to reflect better the current market and that lately, in case of doubt I tend to chose the option with less costs for the DAO.
Comment here if you disagree with the 1.23 rate as soon as possible.
