[bisq-network/compensation] BSQ rate for Cycle 34 is 1.23 USD per BSQ (Issue #1022)

With how long of a distance from cycle deadline is BSQ rate computed?
I currently see 1.12USD and in general last cycle has seen quite a depreciation of BSQ compared to previous, to have just a delta of a couple of cents; just fuel for discussion.
