[bisq-network/proposals] Reimbursement requests to only be valid if submitted within 3 months of the date of the trade failing (Issue #369)

Currently users with failed trades that have lost mining fees / trade fees are able to request reimbursement at any time from the Fee Reimbursement Agent currently @leo816.

Not many users request reimbursement due to trades that failed a long time ago, but when they do they are often more difficult to resolve due to change of contributors and / or trade (eg 2 of 3 changing to 2 of 2). 

Therefore, I am proposing that reimbursement requests be only considered for reimbursement by the Fee Reimbursement Agent if the user has opened a reimbursement request within 3 months of which ever is the latest; trade completing, trade failing, mediation summary proposed, arbitration summary received.

If a user would like to submit a reimbursement past this date they must do so through submitting a reimbursement request directly from the DAO and include a reason why they have waited >3 months before submitting their reimbursement request. They would also be expected to do all the work required to put forward their case independently rather than have the Fee Reimbursement Agent / Support Team complete the necessary work on their behalf.

This proposal aims to reduce the support burden of users that require support well after their trades have finished.

It also aims to put more responsibility on traders of raising any issues within 3 months. 

Should this proposal be accepted, it would apply retrospectively on all new reimbursement cases from the date of acceptance, I would update the relevant info in the wiki / reimbursement templates.
