[bisq-network/bisq] Application hangs at startup (#2666)

We had startup issues in the past. See https://github.com/bisq-network/bisq/issues/1823#issuecomment-447605289 , Manfred implemented a workaround by updating bitcoin checkpoints.
The longer the wallet has not been synced and the more addresses it has, the longer it takes.
As I said on the link I shared, I am not sure what is the main reason for the cpu/ram spike. 
A couple of things could be done to find out the problem:
- Analyzing what the bisq code does at startup.
- Compare bisq startup time to bitcoinj's sample WalletTemplate.
- Using a profiler e.g. jprofiler during Bisq startup.
