I think these points are key, otherwise, with the current system, a scammer could act alone in aging his own accounts and we're back to square one.

An extra layer of proving integrity could be doing in-person transactions: if a new trader initiates a bank wire or cash deposit in-person at a bank branch to a trader with considerable account age, that is a good sign...2-3 of those, even better.
