[bisq-network/proposals] Distributed reputation system (#78)

I am not sure because making it clear to the user could make it even more liable like it is his responsability and not that the system is just using his payment confirmation to build a reputation by its own.  I acknowledge that I am little bit throwing the stone and hiding my hand with this liability issue.   Just want to raise it to make sure is considered, but probably not that relevant.
