Of course we should make it easy to use major payment networks at all banks. However, the issue isn't stolen bank accounts. The issue is how easily banks will reverse payment on their clients. Most reversals are perpetrated by the account owner claiming their funds were sent without their consent. You see. The banks are in on it. No amount of security will prevent legacy bank claw back.
