[bisq-network/bisq] Data directory growing in size out of control (Issue #5911)

At backup, we could prompt the user if its ok to "`Delete outdated DaoStateStore files (Y/N)?`" and if Y then Bisq goes ahead and deletes them.  Since DaoStateStore can easily be recreated by downloading, seems safe to have the option to delete.
